She establishes one with Discord in Season 3, despite his loud and forceful personality and the chaos he always brings with him normally being things that make Fluttershy highly uncomfortable, and the things Fluttershy likes, such as peace and quiet and tea parties, being normally things that Discord finds horribly boring.
Their friendship is mostly based on Fluttershy enjoying Discord's more positive traits, such as his humor, creativity, inner sweetheart, and Discord knowing that Fluttershy, unlike other people, genuinely understands him and accepts for who he is.
The oddness of their pairing is remarked upon in-universe from time to time — in " Discordant Harmony ", a number of ponies' incredulity that the two of them are friends is what sets off the plot by making Discord doubt how well Fluttershy would react to a visit to his chaotic home dimension. Not only are there no physical signs that of her being older than the rest of the cast, but her sweet and innocent nature can make her appear younger than most other ponies.
